An apostille is a cover page that serves to authenticate documents from the state of Idaho for use in foreign countries. The Idaho Secretary of State will only apostille the following types of documents:
- Original paper documents notarized by an Idaho-based notary public. These must have an original wet signature and notarial stamp.
- Certified and/or recordable documents issued by the State of Idaho or county governments, such as birth/death certificates, articles of incorporation, divorce decrees, single status affidavits, etc.

Hague countries are countries that have signed an agreement called the Hague Convention. This agreement means that documents issued in one country that have been “apostilled” (a process of authenticating documents to be used in foreign countries) can be recognized and accepted as valid in other countries that are part of the agreement. Non-Hague countries are those that have not signed this agreement, so documents from these countries usually need more than just an apostille to be accepted as valid in other countries.
Apostille is the process of authenticating documents so they can be accepted and recognized as valid in another country. For countries that have signed a treaty called the Hague Convention, an apostille is a one-step process. For Non-Hague countries, you will generally* need to go through four steps:
- The document must be notarized by an authorized person.
- It must then be authenticated or approved by the Secretary of State in your state.
- After that, it needs authentication by the U.S Department of State in Washington, DC.
- Finally, it must be legalized at the embassy/consulate of the destination country where you’re sending it to.
*Receiving parties may have other requirements.
If you need to get a federal document authenticated, like an FBI background check, the Idaho Secretary of State office cannot process it.
